EU Investigating Adding Malaysia and Taiwan to Solar Trade Case and investigations are underway to see if EU Antidumping laws are being undermined.
Malaysian and Taiwanese imports of solar cells could be added to the scope for the Commissions’ trade tariffs on Chinese Modules
- Under current rules, Chinese manufacturers using cells from Malaysia and Taiwan could import modules. In that way they would not be subject to existing trade tariffs.
- The accepted rule is that the country that manufactures the solar cells is seen as the country of origin, as this is where the most value is added. However, it has been argued that this allows Chinese manufacturers to circumvent the EU’s anti-dumping measures.
- This investigation mirrors that of the US-China trade case where the use of cells from countries other than China was targeted in a fresh trade case last year. That case resulted in additional tariffs on modules using cells from Taiwan.
