
Further Violations of MIP Rules | Seraphim China
As reported this week in PV Magazine, Seraphim China is facing removal from the MIP agreement due to alleged violations of the minimum import price agreement and face 50% tariffs on the imports in question. This follows the announcement in June that Shinetime China was being removed from the MIP agreement for similar offences.
Many major Chinese manufacturers are choosing to leave the MIP and like Canadian Solar set up manufacturing facilities in countries such as Vietnam. Other manufacturers following this pattern include JA Solar, Jinko, Trina and Suntech. Doing this allows them to sell their solar panels below the current MIP without risk of excess duty or tariffs.

With many options now available to purchase panels made outside of China at prices well below the MIP, ZEROhomebills.com’s advice continues to be not to purchase Chinese made panels sold below MIP. Doing so runs the risk of excess duty and potentially disruption in supply as further manufacturers are being investigated and are likely to be removed for breaches.

MIP Under Review
The MIP agreement is currently under review but unless it is ended completely then all imports from China continue to be subject to the minimum import price of 56 euro cents per Wp.
Of course modules previously imported fully in compliance with the MIP agreement will not be subject to any extra duty. This includes ALL modules purchased and sold by ZEROhomebills.com or its Operator.
Lobbying continues within the industry to see the end of MIP but in the meantime installers should undertake their own due diligence to ensure the panels they are purchasing are legal.
Deals too Good to be True
Any imports from manufacturers found to be in breach of MIP e.g. Shinetime and Seraphim may be subject to excess tariffs in excess of 50%. These particular modules have been widely promoted in the UK and EU market in general market over the last 12-18 months at prices well below MIP.
